Our Purpose
The Building & Code Compliance/Code Enforcement Department’s purpose is to protect and ensure public health, safety and property values through enforcement of City and County building, health, environmental and zoning codes as well as the subdivision regulations in conjunction with the Comprehensive Plan.
Contractor Licenses
Licenses are valid for the calendar year January 1 through December 31 no matter when it is purchased. The City will not prorate any license. Any person or corporation providing services within Ulysses must obtain a contractor license through the City of Ulysses, which includes all sub contractors.
Contractor License – New – $200.00
Contractor License – Renewal – $100.00
Local Certificate for ALL Trades, Each Individual – $20.00
**General Contractors are not permitted to perform electrical, plumbing, mechanical or septic work for either Residential or Commercial zoned properties.
**Renewals- All licenses issued pursuant to this Article shall be renewed annually as in the case of an original license, on or before January 1 of the year for which issued. If such renewal is not completed by January 31 of the year which the license is issued, then the applicant shall lose his or her grandfathered status. The applicant shall then be subject to reapply as a new contractor and meet all requirements.
ALL Electrical, Plumbing, and Mechanical Master and Journeyman certificate holders must present a letter or certificate (for new licenses) showing that you passed the ICC, IAPMO or Prometric tests with a score of 75% or better as per Kansas State Statutes and complete 6 hours of CEU’s each year to renew their license(s).
**Roofing trade contractors are required to obtain a roofing contractor registration certificate with the State of KS- Contact the Kansas Attorney General’s Office, Roofing Registration Unit at 1-800-432-2310 or https://ag.ks.gov/licensing/roofing-registration
Home occupations are not listed below and require a Special Use permit which can be applied for through the Board of Zoning Appeals. Call the Building & Code Compliance Department for additional information.

Frequently Asked Questions
How much will a building permit cost?
Building permits are a base fee of $50.00 plus $0.15 per sq ft of building. Remodels are based on value @ $3.00 per thousand over $10,000 with a minimum fee of $50.00.
When is a permit required?
All residents within the three mile jurisdiction are required to obtain permits. Building permits are required when erecting or constructing any new building, structure or addition with a roof or placement of a mobile home, including basements, garages, sheds and fences. Also, for repairing or remodeling projects. They are also required when demolishing a residential building that is not connected to gas, sewer or water lines and less than 200 square feet in total floor area. Please refer to Chapter 4, Article 1, Sec 4-104 for further details or you may either call or stop by our office.
Do I need a drawing of my project?
Yes, all plans must be reviewed and approved by the Building Official prior to starting construction.
What do I need in order to get a permit?
When obtaining a Building Permit, we ask that you bring in a drawing of your plans to be approved by the Building Official, this would include a site plan of the property showing where the proposed building or fence is to be placed. Electrical, Mechanical and Plumbing Permits normally do not require a drawing of your plans. If the owner is not doing the work, the contractor is recommended to purchase these permits. You must make sure that your contractor is licensed with the City of Ulysses. Permits are issued at City Hall during normal business hours.
